This will sound crazy but try lighter fluid. It removes all kinds of sticky things and will not harm the surface. PB Blaster!!!!!!
I had the same problem on my 25. you’re better off with a stuck shut valve than one stuck open as far as gates go. Most gate valves stick shut due to over torque and dried out packing. As Oswego John said loosen the packing nut, soak with PB blaster (it worked better for me, your mileage may vary)...

OK I changed my mind. Send it to me, I will install it on Air Raid and let it age for say?? 3 or 4 years. Then send it back to you. aqua buff
When I did my 25 I used a product called aqua-buff, a mild rubbing compound, and followed up with Meguiar's Cleaner Wax,
All I can say is OMG! what a slick and shinny surface.
I got a lot of compliments on the final results.
And it has held up well so far
