The FIRST thing I would do is determine if the water is salt or fresh. Tasting the water, to me, is the most obvious thing to do. Not swallowing the water is the second most obvious.

My CD 22 has a dodger that includes an awning that zips on and streches over the cockpit over a small pole attached to the backstay. You can't sail with it on(not with the main, anyway) but it would provide shade at the dock or anchorage.

Star-Brite
