Have you tried applying Hydrogen Peroxide with a small brush. I've had luck using this. Apply it lightly on a small area first. Let it sit for 5-10 minutes then rinse with plain water.

My 22 came with a wind vane already mounted on the mast. Truthfully I don't find it particularly useful and instead rely on the "seat of the pants" indicators that John has enumerated so thoroughly (in fact keeping track of and using those indicators is one of the things that makes sailing...
