That gland on mine was the same as type as on the prop shaft. If tightening doesnt work out, you can repack it. I just hunted thru my combination wrench collection for one that fit in the hole and caught the tabs, then put a big adjustable wrench on it and turned. Worked every time. Check all hoses in the area. It could be leaking from a water hose, even if the water pressure pump is off. I suspect the caulk joints on the head side of the bulkhead are done and the water is weeping from water lines there.
