I also changed my hot water tank on my CD31. The black hoses at the hot water tank are the engine coolant heating loop within the tank which heats the water. So the engine coolant black supply hose runs from the top of the engine through the hot water tank, out the hot water tank to the overflow tan...

At least for my CD31, fore sail pointing performance and power is greatly improved by moving the sheet block far forward of the normal toe rail track forward end. About 2 feet more. Folks,
My CD31, #45, does have the additional ballast as described, covered with epoxy. From my memory, at that time, it was the owner's choice. Of course it sails points and sails well. Besides normal sailing, it would affect the capsize/knock down stability.

I replaced the Hiller with the 6000 on my CD31. Fit well and functions well. Removable top does close with adequate room. Actually I had to block out from side walls to the gimbal of the 6000 so there is plenty of side room (~1-1/2 inches) and gimbal room.

Debbie, on my former CD26..... I think I remember running the sheet inside of the forward lower shroud, then running it between the upper and forward lower to the outside before leading it to the block. This was for a working jib. It lined up better than running fully on the outside or fully inside....

The coast guard tonnage is not the weight of the boat....instead it is the volume (minus engine room space) for cargo that determines the amount of weight (cargo) the boat can handle.
