There must be a backstory to this comment. The only way to check obstruction of the through-hull that I can think of would be to disconnect hose from seacock (or head) and crack the valve briefly to verify flow of seawater. Any other way?

There's a broader principle at play here and there are many examples. The fellow in the next slip climbed his mast a couple of weeks ago to change a perfectly good light bulb.
