Thanks for posting! I have a thread up about trying to decide whether to overhaul my seacock backing plates. Helpful to see that it is indeed possible that they are as sound as they appear to be after all these years.

I try to use butyl tape whenever possible, but I don't think it would work very well for relatively thin strips of teak with relatively large spans between fasteners. You will likely compress the butyl around each fastener but end up with high spots in between. I could see butyl working for the coam...

About your Typhoon ... I'd just replace that wood with G10 or similar which you could epoxy in place (no screws needed) and that really would beef up the sole around the post ... you'd make sure any gap between this new collar and the rudder tube was filled with epoxy/resin or epoxy/micro fibers , ...
