All you need are the I, J, P and E dimensions. They are all shown on the sail plan for the boat in the owners manual. The sailmaker will do the rest. The older CD28s have plastic ports and the newer CD28s have bronze ports. Are your ports plastic or bronze?

You’d be surprised how well boat soap works when you use it full strength. Get a sponge wet, pour some boat soap (or dishwashing liquid) directly on the sponge, and try it on an offending spot. Then give it a good dousing. Anyway, it’s worth a try.
