When I turn the rudder while underway I am now getting water coming up along the shaft. This started coincidently after I had the boat pulled to clean/paint the bottom. But I'd like some idea what's going on and where this is suppose to be sealed before I just start taking things apart from the tiller down (teak floor plate, etc).

Check with the CD 25 manual, and see if the folks at Cape Dory addresses this problem.
On the CD 28, the manual tells us that this is a "problem", but can be helped by putting on some waterproof grease on the stem.
