I had a CD 22 with a 5 HP weighing about 45# and found it to be adequate in all Lake Ontario conditions. (Even crossed lake under power into 3 - 4 ' waves.) 100#s will unnescessarily drag stern down and 8 HP is a little overkill for your vessel.

I don't know but it sure is far more motor than you need. We powered (until we put in a diesel) our 28.5' Pearson Triton (same designer as a Cape Dory) which is 8,000#, 4' draft, 8'3" beam with a 8 hp Nissan and it was plenty. If you got a 4 or 5 4 cycle engine, you'd have more than enough power for a 22' CD. Mike

I have a CD22 that came with a 9.9 Merc OB when I purchased her last summer. I believe it weighs in around 75lb. While I understand that it may be more than required, I have never felt overpowered while underway. At a mooring she rests on her lines just fine.
Your concern should focus on the ease of pulling the engine out of the water when sailing. If the OB bracket springs are not balanced with the engine, you're at one hell of an angle trying to lug up that weight to lock in rest, or push down to seat for power.
