We have a 6.6hp outboard on our CD 22 and it appears to be useless here in the Virgin Islands. Could it be that the engine needs work or is it too small? Before we sink $ into overhaul we want to know if purchasing a larger one is necessary. Need to use the engine to manuever in and out of busy areas during this season. Seas tend not to be too rough...but can be on occassion.
What do you think?

I think that there's something wrong with your outboard. I have a 5HP Honda on my CD25 and it does just fine. I believe that it gets the boat up to hull speed. Yes, more power would be nice when encountering a strong headwind or current but my smaller motor on a bigger boat than yours is adequate.
The 4 stroke motors are the ONLY way to go when purchasing a new O/B nowadays in my opinion.
