Keel Bolt Inspection and repair??

Question - (Seems I always have concerns) The washers on a couple of the Keel Bolts are rusty. Obvious concern is for crevice corosion on the bolts. I also suspect a small leak somewhere there, although when I hauld the boat in the spring, there was no sign of cracks at the keel jount. 2 questions. Can you remove the nuts to replace the washers (one at a time) while the boat is in the water. What would the ballpark cost be to have a yard drop the keel to inspect the bolts and rebed it? Any info is greatly appreciated. By the way, my boat is an Intrepid 9M with a 3200 lb lead fin as the keel. Thanks folks.
