CD30 Keel Hole

I noticed a hole or depression, approximately 3/4" and threaded on the starboard side of my keel, just above the electrical conducting plate. I bought the boat 10 months ago and I am starting spring my projects when I first noticed it. I can't see anything on hull diagrams.

Can anyone help me find the purpose of this? Is it for a zinc anode? Is it for draining the bilge?

From your description, it sure sounds like a garboard drain with the plug removed, although the location seems a little high up on the keel. Some boatyards tape the garboard drain plug to the propellor. I don't think Cape Dory installed garboard drains. It would have been done by a previous owner. Does it look like the one in the bottom of the keel shown on my boat? Some are more flush than others. Mine stands out almost like it was a through hull fitting, but it's not.
