1978 Cape dory 25 rudder

So I fixed my rudder but does anybody know how to get it back in to the sleeve on the bottom of the boat it is about a half inch from sliding into the bottom of keel but it’s not going 1978 cape dory 25

Ok so I just cut a v-shaped on top of the Rutter just enough to get the shaft and now I’m going to build it up back to where it was rather than replace the boot
