I am thinking of entering an event that requires a certificate. I own a CD 30 Ketch and have found plenty of handicap ratings for this boat.My question is do the powers that be measure each individual boat or do they assign the handicap based on others.

You will probably have to fill out an application, YOU fill in the blanks. The handicap is usually based on other boats you are racing against, and the region of the country where you are racing.
