Cathy and others will correct me if I am wrong on this, but I think PMs will sit in your outbox (i.e. "stuck") until the person to whom you sent the PM goes to his/her PM inbox and opens your PM.
I had a PM stuck in my outbox for 2 months!!! before the guy finally looked at his PM inbox, saw my PM to him and opened it.
Of course, I can barely turn on a computer so I may be "all wet" on the above explanation.
