How to Value a Cape Dory 25

Hello.
I am new to this forum and new to buying a sailboat. I wanted a cape Dory 24 years ago, and now the kids are grown and I can own my own boat to sail.
I am looking at a Cape Dory 25. I has been out of the water since fall 2001 sitting and not covered. The hull below the water line will need to be sanded and redone (it's quite rough). There is no external finish on the exterior wood anymore. I have not seen the inside yet. Assuming restauration is needed throughout, what should I offer the owner?
Any help and guidance will be great.

Very recent ebay auctions had CD 25s' going for $1,800 to 2,800.
See above post for a CD 25 in really Bristol condition.

All teak in excellent shape, New Teak hatch boards

Mast replaced spring of 1987, to include all new turnbuckles on running rigging.
