CD33 sloop heavy helm

Help, my '81 CD 33 sloop has an extremely heavy helm. In 18 kts with my 135% and a reefed main she still goes up hard. My sailmaker says my jib is fine, I thought it wasn't pulling right. It's so bad, in fact, that the only time the boat is balanced is with no main at all. I suspect that the problem lies in the true design. This boat, as many CDs, was designed as a cutter. The tack for the genny should be 18" further out on a sprit, and the addition of a staysail would surely be noticable on the wheel. Any Ideas?
