Broken & corroded anchor/decklight cable

My recently purchased1977 CD 27, hull # 5 has a broken anchor lite/deck light electric cable at deck level due corrosion . I cannot splice from above due to the corrosion 1/4 " below deck level. Should I try to reach it from below within the cabin.

On my CD27 (hull #37) there is a small round teak access panel in the headliner just to the port side of the mast, to give access to the mast light and antenna wiring. I had plenty of slack in the power cable - just loosen the through-deck fitting and feed more cable up.
