If your model is one of the heavier ones like the Flybridge model, your prop has too much pitch. An 18x16 would in my opinion be more appropriate. Remember that much depends on the way the boat is loaded - fuel, water, passengers, and equipment. A prop rebuild or repitch job should cost less than $130.00. Sometimes it takes a number of refittings to find the exact pitch. Your diameter is correct for the 28' power cruiser.

A "dirty" bottom, or a too-tight stuffing box gland can cost me almost 200 R.P.M. but anything beyond that starts showing up in a slight increase in engine temp. without any temperture increase. But I don't know what my pitch is.
All I know is that it is factory...When I have it hauled I will check and let you know.
