As I start to tune the rig for another season, I was wondering just how tight the backstay should be on my CD28. Last year, my first with this boat, it was very tight and sailed fine but is it correct? Is there a problem if too little tension?

Too little tension on the backstay will cause the forestay to sag. t.
My sailmaker recommended nearly bar tight.

Using a Loos tension guage, the back stay on my CD28 is around 800 lbs or so. At this tension, the leeward shrouds just begin to relax when sailing at a heeling angle of around 20 degrees. According to the CD Handbook, this is approximately the correct adjustment.
