shifting too stiff on CD 28 power

On my CD 28 (power and FB) I have replaced the shifting cable but still find that the shifting is too stiff. I have tried adjusting and slightly changing the routing of the cable but it doesn't help. Has anyone run into the problem and found a solution?

Just the obvious stuff - disconnect it at the transmission and see if the stiffness is in the cable or the tranny. Then disconnect at the shifter and see if it's in the cable. If you have two stations disconnect one and see if it's still stiff.

My original CD 30 controls were Teleflex black jacket cables, I believe. When I put in the lower station I used red jacket - they are supposed to bend to 4 inches radius versus 8 for the black.
