CD 14 - trouble getting title

I am nearing the point in the restoration of a Cape Dory 14 that I need to get it registered so I can stick it in the water. I have found that in Ohio I need to have a title, which I don't. I've been going round and round with the registration and title people for a couple days now. The previous two owners didn't have a title, and it was registered as a rowboat. I don't know how they got it registered, but I can't, at least not honestly. Argggh!

The Watercraft and Title people want to see a 12 digit serial number. All I can find on the boat is the following from a brass plate on the transom:

Cape Dory 14, (manufacturer's address), hull number 140.

The old registration card claims it was manufactured in 1974, which may or may not be true, since boats manufactured in that year were supposed to have a 12 digit serial number.

Does anyone know if the manufacturer's records are accessible somewhere? Does anyone know anything about this serial number issue?

If anyone else has an early CD 14, do you know the year and hull number so I get an idea when mine was built?

I don't know if this would help with a boat in Ohio, but I had a similar problem with a trailor for my Typhoon, the dealer gave me the wrong certificate of origin and promptly went bankrupt and disappeared. The New York State License bureau ultimately let me call it a home built and that was how a new title was made. Might be worth a try.
