My reliable 1970 Evinrude 8 horse has been suffering lately due to a bad tank of gas. Either the gas or oil had something in it, or I just mixed it way too rich in a momentary lapse of reason -- I'm not sure. But the plugs were dark with oil, and I noted small globs of something (oil?) in the small amount of gas that dripped from the gas filter.
I've mixed a new tank, and have new plugs, but still note that I don't have horsepower, good idle speed, nor can keep the engine from 'surging'. Can I do something to clean the inside of the engine? Can you use commercial fuel mix cleaners in a 2 cycle?

Do not add any additive to the oil/gas mixture in the tank. The only one which should be used is Sta-Bil or its equal.
Its the gumming in the carb which is causing your problem. While running, give very little short sprays of Gum Out into the carb inlet. It has to be very little as not to stall the engine or dilute the gas/oil mixture for any length of time. The same problem can occur if your engine is winterized by fogging through the carb rather than thru the spark plug hole.

I once left a can a gas sit over the winter. It 'gummed up' but I did not know it. The engine started and ran for several weeks but got worse and worse. took carb apart and cleaned it - several times- no joy. Went to the dealer. He used a high pressure air hose and was able to blow it out but he said that often if you get gum in the tiny little passages, it is impossible to clean out. So if Dana's suggestion doesn't work, try the air hose and good luck.
