How to Clean the Water Muffler

On my 22D, the water muffler in not accessible without removing the engine. I sail on fresh water but wonder if the water muffler has accumulated soot/carbon after all these years. What is the best way to clean or flush the water muffler? My exhaust elbow is clean but I can only reach 28rpms.As far as I know that water muffler can have accumulated 40 years of soot. Thank you.

Should I assume that no replies might mean that cleaning the water muffler is not done or required?
