Are the backing plates for the screws that secure the flybridge glassed in place?

I'm from the sailing side of the Cape Dory so I know nothing about the backing plate, but in New Kent I have seen warter standing where I have never seen water stand before, for months. Dennis

UPDATE:
They are permanently affixed to the underside of the cabin roof.

They are aluminum strips, correct? Are they visible when you remove the headliner?
