Proper technique for attaching coamings/toerails/etc?

I understand the method for attaching deck hardware through a cored deck (drill larger hole, tape back, fill with epoxy, drill appropriate sized hole, install hardware, bed with some sort of waterproofing sealant like 4200 of butyl tape), but what method should you use for screwing things into a fiberglass deck that aren't through-bolted, such as a toerail or coaming?
