CD27 and leaky toerail?

My friend just bought a '77 CD27 (sail). The ceiling on the port side is wet -- surveyor said it's a leaky toerail, that it's a typical CD problem, and that we should pull it off and re-bed it. However, in looking at the owner's manual diagram, it looks like the only way it could be leaking is if the actual hull/deck seal is damaged -- very bad thing indeed. So, anyone heard of this? Maybe it's the chain plates or stanchions or something hopefully easier to fix?

It does seem unlikely that the leak is related to the toe rail. We have just rebedded our lifeline stanchions and intend to rebed the chain plates to eliminate some leaks that clearly originate there. We also had a huge leak though a poorly bedded waste pump-out fitting. I'd check all those things first.
