Another vote for cable ties. The 11 / 12" long size works perfect on a CD30 spreader. A quantity of 24 will cover both spreaders tying them several inches apart.

Unfortunately the cormorants in the east bay are smart little devils! The tie wraps worked for a while but they learned to come in on an angle and bend them over. My final solution was the same as one other suggestion which was to run a light fishing line parallel to the spreader about 10 inches above. This method worked all summer after installation in June last year. As to cormorants nesting high I have to strongly disagree, see photo sorry I couldn't figure out how to rotate. If you blow it up you can see the tie wraps bent over.
