my typhoon is in the hudson river all summer, which is salt water.
do i need to sand, scrape and re-paint the hull with ablative anti-fouling paint every year?

No you don't
If your ablative paint does it's job you should not have to do any real scraping. You might get two years if it looks good in fall. Just make sure it is clean and smooth after you haul out and perhaps add one fresh coat it looks like it needs it. Follow the paint manufacturer's recommendations for prep before re-coating.

It might depend on what is under the paint you have been applying. If you have a build up of old paint that is no longer adhering well, you might need to do some scraping.
With ablative paint, the ideal would be to wear off the last coat of paint before applying another one. You could get a build up if you keep adding multiple coats every year.
Raven's bottom (ya like how I was careful not to say my bottom) only gets painted every other year, Steve.
