Proper Westerbeke W13 Cruise RPM

Just bought a 1983 CD27 with 2 blade prop and Westerbeke W13 (2 cylinder) engine (500 hrs on engine). Runs at 5-5.5 mph in smooth water but only 1-1.5 mph(or less)directly into wind and 3-4 ft waves at 2100 rpm. What is a reasonable cruise rpm under these conditions? Warmed up engine runs at about 175 degrees under 1000 to 2200 rpm. How high can I crank it for hours of cruising? It runs smokeless and smoothly under all conditions so far.
