I pulled my boat from a fresh water lake recently and a week later noticed a dark almost black tar coming from the bottom. The substance was coming through the bottom paint about 1/2 way down the side in the forward part of the keel. The substance has the consistency of tar. It is a small drip maybe half a centimeter. There are no blisters on the bottom and the bottom sounds fine with no voids when I tap on it. Anybody have an idea of what this is?

That sounds like a blister to me, but don't panic it'll be okay. Do you have a heavy accumulation of Bottom paint? If so you need to remove it to bare jelcoat before you even evaluate the situation. Once you get down there grind it out and patch it. If you find a lot of them then I would put on a barrier coat. There are lots of sources of information out there on how to do this.
