I am looking for a 4" ventilation cowl for my Cape Dory 28.

I bought three plastic Nicro ones two years ago, and I would not recommend them. They don't attach securely, and they degrade quickly with sun and air pollution. They weren't all that economical to purchase, either.

At the time, I thought that metal vents at several times the price would be extravagant, but now I think these are the right piece of equipment. They sure look a lot nicer, too.

I am sure you can find these in your area, but here's a selection from one online store

I'll sell you my PVC one for half price, but it has grey blotches on it already. Otherwise I'll just keep it until I find a good deal on a metal one.

They do degrade readily but this is what I found, if cleaned with solvent, like acetone and primed and painted with Rustoleum outdoor furniture pvc paint they will look great and are easier to keep clean. I did mine as a last resort a few years ago and have been more than satisfied.

Car or boat wax with a mild polish in it will make those Nicro vents look like new and keep them that way for a year or two.
