We find the 28 is a great two person (+ dog) cruiser. With young kids, it would still be fine. But if you plan family cruises with what amounts to four adults, I'd go for the bigger boat.

I have a CD 28 on which I and my family (wife and 2 daughters 9 and 12) have cruised considerably. We have spent 2 of the last 3 summers on board for between 6-7 weeks. While a bigger boat would be nicer we don't have any problems and in fact we love the boat. It has pulled us through some big storms. Also it costs less at marinas. I am 6' tall and I can stand below without hitting my head and I can sleep comfortably in any of the berths. I think the 28 is just a great boat.
As for comparing the 28 and the 30 my personal opinion is that they are almost the same. Inside the cabins are nearly identical except the 30 has a little more counter space under the companion way. The 30 also has a lazarette. That said you can usually find the 28s for $25000 and under while the 30s will be $25000 and over. A big difference for essentially the same boat.
Any further questions don't hesitate to ask. Good luck
Russ
