I have an 84 Mariner 8 hp that works fine. The previous owner had a 74 evinrude 9.9 that had a lot of problems until he hooked up plastic tubes from the exhaust into the water. Newer engines have an exhaust through the prop and work without problem. My CD25 has 2 vents in the engine compartment cover for air exchange.Has anyone succeeded in getting the outboard to run well with the engine compartment hatch closed?

On our previous CD25 we simply plugged the upper exhaust on our Evinrude. This forced all fumes down to the lower exhaust. The upper exhaust was intended to make it easier to start the engine by minimizing back pressure. We never had trouble starting so we left the plug in constantly. It ran great for the seven years that we had it.

As a practical matter I run the motor with the hatch cover up in order to get at the engine controls.

What outboard do you have? My old 7.5hp Evenrude usually ran with the hatch partically up for the tiller to be accessible so when I recently repowered with a new 5hp Honda I was disappointed to experience the motor choking under load with the lazerette hatch closed. (The honda fix so that the hatch would close completely with the tiller coming out the opening between cockpit and motorwell.) But as I said, sometimes it would starve for air. I think the idea of closing off the upper exhaust outlet sounds like a good idea since I think the starving is caused by bad air, exhaust fumes in motorwell. The other day I pulled the outboard's motor cover off while under way and was pleasantly surprized at how much better it ran. It purred along under a good load against a strong current. Before I run again without the cover, I have drilled three large holes (3 to 4") in the motor cover, two on each side and one forward on the top. I placed s.s. louvered locker vents over each hole and it looks real nice. (available at West Marine for $3 to $4 each) Haven't had a chance to sea trial yet. If it works- problem is solved, if not I may run without motor cover when hatch is closed, but since I tend to be a clutz, I have visions of catching my shirt sleave in the flywheel. I was pleasantly surprised to find the new 5 HP 4-stroke Tohatsu that I bought to replace the old Nissan 8 runs fine with the hatch down...so far. The engine is new so I haven't had a lot of time on it at full throttle, but it did work with the hatch down.
As an aside, I was able to get it mounted so that I can steer the motor, which has now stopped that annoying dock-crashing.
