Yanmar YSM12 oil leak

I have a C&C 27 with a Yanmar YSM12 (1980)engine. I have a
problem with an oil leak coming from the top of governor shaft
when the engine run at full speed.

In the service manual of the engine, we dont see any oil
seal around the governor shaft but only a teflon cap at the
upper end of the shaft.

Do you have a solution to set this problem.
