I just purchased a CD 28 Open Fisherman and was under the impression the raw water screen/filter was enclosed in a glass style bowl. I don't see it and since I do not have an engine manual yet I am at a loss. I think it is on the lower port side of the engine in the shape of a 8" inch tube...but not sure. Any help would be appreciated.

With the much larger engine, you probably have a very different strainer, but maybe this will help.
Some sea water strainers have glass bodies, Parfait's does not; instead she has a large bronze device which is connected between the raw water pump and the raw water intake seacock. The top has a couple of wing nuts on it which allow you to open it up to remove and clean the strainer.

If your Cape Dory is like mine your San Juan sea strainer is located in the engine compartment (starboard toward the bow) it does have a clear transparent cover for easy viewing of the screen. I have a manual and a bunch of other pamphlets that came with my open fisherman so if you have anymore question feel free to e-mail me

I have an Open Sport Fisherman that had a Chrysler gas engine. The sea strainer is located on the port side in the engine compartment. The strainer is a bronze tube with an offset (sort of looks like a Y) that the sea water flows through. There are two nuts that must be undone and the yoke/top moved aside. Carefully pull out the screen that is inside the bronze tube. Clean it, reinsert, put yoke/cover in place and tighten the nuts up snug. There should be a rubber washer between the yoke/cover and the open end of the tube. This process should done with the main sea cock closed.
