Could someone please tell me what should be the lbs for the pressure
cap on the expanion tank of a Universal M18 diesel engine.

It depends. If you have a hot water heater installed with a surge tank(located in the Starboard lazzerette)and engine heat exchanger, the cap on the engine should be around 12 lbs. The one on the surge tank should be 7 pounds if I remember right. If there is not a hot water system installed, then the pressure cap on the engine should be 7 pounds. Oh, they are not special caps, you can buy any one from any auto parts store, just take the old one with you to compare. If the surge tank is installed, you are actually defeating the venting capability at the engine, it will vent at the surge tank instead if it overheats, thus avoiding losing all the coolant.
