I am trying to locate and replace the cleats for a CD28,
Any info for sources of replacement equip would be a
appreciated. Even the factory address of CD would be a
great help.

The original Cape Dory factory went out of business about five years ago. (They are back now as Robinhood Marine.)
The good news: Spartan Marine, which made many of the Cape Dory fittings, is still in business and their catalog has a page of bronze cleats.
