Cleats on starboard side of boom, CD25?

Can anyone tell me what they are for? They are located close to each other and about 1/3 the way back from the mast..

My best guess is that they are for the reef lines of a jiffy reefing system. There should be some sort of pad eyes at the aft end of the boom and a block of some sort attached to the aft portion of the boom. Check the sailing catalogs and you should be able to find a picture or sketch of a jiffy reefing system. A reefing line goes from the pad eye (this may be attached to the block), through the grommet on the leech of the sail, down through the block and then forward to the cleat in question. The second cleat is for a second reef.

An ok drawing of a jiffy reefing system can be found in some of the CD manuals (available for download on this nice website).
