Anchor mounting CD22

Up until this year my 22 has been on moorings and I never mounted the anchor on the bow as in didn't like it near the mooring lines. Now that I'm at a dock I wanted to mount the anchor. The PO used bow rail brackets, but I also noticed a fitting on my foredeck but wasn't sure if it's for the anchor. Can I attach the anchor stem to this fitting, it has an opening gate. The fitting I'm referencing has the chain and line running through.

All I can say is that when I bought my 22 that is what the fitting was being used for.

It completely made sense to me so that is what I use it for.

I don't store the anchor there any more because it was bouncing around and making noise so I store the anchor in a locker and only mount on deck when I plan to use it that day.

I can't think of what else it could be for.

I was looking at a CD yesterday that had the same setup. They had the pin going through the chain to act as a retainer.
