Dunno how how/if they work when off line, but I find them useful when underway. When I'm out of cell coverage I normally just turn it off.

PDA Net by June Fabrics A good and cheap program that acts as a modem for your laptop a lot cheaper than an Aircard or other carrier provided connection

Weather Underground Marine Forecast
Sailflow
Boat/US Quick App to get a tow. It already has your phone number, description and towing insurance loaded. It gets your position from the phones GPS and routes the call to the closest tower.

Don't know about the Android tablet but we (that would be Bruce) have an iPad and it's GREAT! We got one with built-in GPS and WiFi as well as 3G/4G accessiblity. The Navionics app for iPad is pretty darn good if you want to use it on the boat. Here's the link for the Navionics app for Android:

This app has only just come out for android and it works well even off the net. It uses the inbuilt GPS. It was developed along the lines of OpenCPN. You can download all the US charts and they are slowly getting to the others.
