I know Hamilton Marine in Portland, Maine carries up to a 2XL... perhaps they could tell you if 3XL is available in any of the lines they carry? www.hamiltonmarine.com

The camping/hunting/fishing outfitters sell foulweather gear (they call it rain gear) as well as the marine stores. Try Sportsman's Guide -- not only do they have men's clothing, they carry big & tall sizes as well. And if you don't mind orange or camo rain gear (orange would be better on a boat), try Cabela's.
