deck cracks, re-gel vs paint

On the deck crack thing--specifically those in the nonskid--can't 'we' sand the old non-skid smooth (belt sander), gouge, fill, and fair any remaining cracks, then respray gelcoat? I assume you could use a textured roller just after spraying to get a new non-skid surface or add a non-skid additive to the gel???
