John, I am not sure what size boat you have or what the style of locker is. If it is similar to the older CD-36's then there is a wooden fiddle around the opening. This fiddle (wooden frame) is sealed down to the fiberglass. The sealant broke down on our boat and it leaked under the wood. It was amazing how much would leak through this path. The frame is held down by a few screws from the back side and in one case a few from the top side. We removed the screws, pried the frame up and cleaned things up. The next step was to sand, varnish, and re-bed. It does the trick. Don't forget to use masking tape when sealing. It makes a much nicer job.

I had a similar problem and resolved by purchasing a high density self-adhesive gasket material at a local hardware store and afixed to the edges around the seats.
