I've read that a common method of removing surface rust in Mexico is to tow the chain behind your jeep for a short time while driving through the sand dunes or on a beach. Maybe the Chevy pickup can be employed to solve your rust removal problem.
The Brits soak theirs in various caustic brick cleaning chemicals. I'd be wary of that method myself.

I think I will go with one of Tim's suggestions - Naval Jelly.

Can't go too far wrong for $7. Although the website says it can be "sprayed on" it cannot. It can only be applied with a brush.
