Anyone know what this material is the cleats are made of, and the base they are attached. This is original hardware for my 74 Ty.

Can't say for sure. My guess is that the hardware is Everdur or some type of silicon bronze.
The side grain of the base looks to me like stained oak, probably white oak.
And then again, after closer scrutiny, it might turn out to be teak or mahogany. If, as you say, it is original, Cape Dory used a lot of teak as bases for cleats, etc.
As for the cams, my guess, and it's just a guess, is that they are man made from some cambric based and/or phenolic compound formed under high pressure in molds. I lean more toward cambric and less to phenolic content.

Sorry if my post message was not clear enough, the base is teak I know, but I was talking about the base the cleats are fastened to. I have seen this stuff around before but not sure what it's called.

That material is Tufnol. I used to have some tufnol cam cleats on my 1967 O'day Mariner. It's actually pretty solid stuff and if it is working well I wouldn't replace it. My cam cleats eventually just wore down to the point where they wouldn't hold lines anymore and had to be replaced.
Tufnol was pretty common in the 60's and early 70's for a lot of smaller sailboat hardware.
There are still a few places that sell tufnol hardware:

Now Henry, that's what I call a great post! Thanks! The picture I posted is before I cleaned the unit up. It now looks brand new. I sanded down the flaked chrome ring that holds the sheet line in place. It's brass and cleaned up nicely. This stuff looks somewhat like a formica product. Anyway Henry, thanks again for the sites!

I have four winches on my CD25 made of the same material as well as two blocks the I bought at a used part place. They were made by a company from England that is no longer around. I always thought they just spelled their name funny for kicks but now I see there was a reason. The company name was TUFFITTINGS.
