West Marine has is in the compass section of the catalog, 7.99 for a small can.

compass oil
I have a bottle on hand that I purchased from a compass repair facility. It seems to be a type of mineral oil as suggested. It does seem thinner however. The label on the bottle I have just says "compass oil" on it. I needed it to top off a Danforth Constellation binnacle compass I had on another boat. I can tell you its not easy to fill them. It is difficult to get ALL the air out. After my trials and tribulations I would advise you to save yourself the grief and just send the compass out for servicing.
