CD25 Storm Sails

I sail my CD25(outboard version)on the San Francisco Bay. The typical summer afternoon wind is 25 to 30 knots. I do not consider my self an experienced sailor. I came to the conclusion that double-reefed main and a 37 sq. ft "storm" jib works well for me under this conditions. The strongest wind I experinced was 35 knots. I sailed under double reefed main. (I did not have small jib at that time). Working jib when compared to the "storm" jib just seems to increese heel angle. Does this sound reasonable or I do not have enough skills or good sails? I want to be prepared for stronger winds. Does it make sence to go to the trisail and even smaller jib for winds in the 40+ range? Thank you for advice.
