Is there a history of problems os operating Johnson 9.9 OB with the lazzerette cover down? Also, what about lack of air to the carburator?

There are no cooling issues with the cover down because the motor is water cooled. I had a Johnson 15 and it would run for hours with the hatch closed. (Sometimes the wind doesn't blow.) You do need to duct the idle relief ports out of the lazzarette. The easiest way is to tap them out for a plumbing fitting and use the pipes that connect from the water shut off valve to a faucet in a house sink. Once you get the exhaust out she can draw air throught the two vents on the cover. (I assume you have the two vents.) If you need details send me an E-mail.

It has been quite awhile but I remember the many times that I wanted to deep six a brand new long shaft Evenrude 9.9 It seemed that the only time it would run is when it was at the marina ( trying to figure out why it wouldn't run ). Even with the lazzerette open and the motor's cover off it would fail ( always when you needed it most ) After three different marinas assessments and hundreds of dollars later I learned by way of the original Cape Dory news letter that a corrective measure was, purchase a length of plastic pipe and cut it into two pieces approximately two feet long each, shove them into the exhaust ports, secure the other ends around the bottom of the extended shaft ( I used liquid metal and it would hold for the boating season ) a few inchs into the water this treatment resolved my problem, hopefully it will yours also.
